Overview The section has 29 Revenue offices countrywide and 3 regional offices in Maun, Francistown and Gaborone. The sections activities are coordinated from headquarters through the regional offices which supervise the Revenue offices.
The Revenue Section’s mandate is to assist the Department in achieving its primary objectives of ensuring that government finances are spent, disbursed and accounted for prudently. Observing the three E’s of economy, efficiency and effectiveness is paramount to achieving the Departmental and Ministerial objectives. The Financial Instructions and Procedures, Supplies Regulations, General Order and the Finance and Audit Act are enforced by the section to meet its mandate. The Department has embarked on the computerisation of Government Accounting and Budgeting System. The computerisation project will eventually be rolled out to all Revenue Offices. The section has also undertaken to construct Revenue offices and officers’ residential accommodation countrywide. These will assist the section in improving its service delivery whilst providing a secure working environment for its officers.

Revenue Collection
Various Ministries/Departments collect Revenue through their Revenue Collectors who in turn deposit with the Treasury Cashiers’ Office, with the exception of Gaborone and Francistown where the Revenue Collectors deposit direct to Bank of Botswana. Where the Revenue Collectors deposit with the Treasury Office the latter in turn deposits the funds with Bank of Botswana. Point of sale machines for direct debit transactions have been installed in some of the Departments. The facility utilises Bank ATM Cards, debits and credit cards for payment instead of using cash.

Cash Payments
Payment up to P3 000.00 are paid in cash over the counter at the Revenue offices. These payments are staff payments.

Suppliers Payments
Goods and services payments up to a limit of P60 000.00 have been decentralised to Revenue Offices and payments are made by cheques. This is in exception of Gaborone Treasury Office and other small Revenue Offices not yet paying goods and services.

Supervision of Revenue Collectors
Treasury Cashiers excise control over revenue collectors to whom receipts and/or licence books have been issued, and ensure that collections are paid into Revenue in accordance with Financial Procedures (503). They also control all receipts, licenses and other Accountable Documents issued by the Accountant General.

Currency
Travellers cheques and other specified currencies are only acceptable at entry points into the country by Customs and Immigration Departments, and Revenue collectors have to convert such into local currency before depositing with Treasury Offices or Bank of Botswana.
