The Ministry of Finance and DevelopmentPlanning exists to:

  • Mobilise and manage the country’s economic and financial resources in a sustainable manner.
  • Provide Leadership on all matters pertaining to national development, planning,
  • Financial and economic management
  • Provide relevant, reliable and timely socio – economic, financial and statistical information
  • Provide leadership in planning and formulation of economic and financial policies
  • Coordinate the preparation and implementation of National Development Plans.
  • Regulate financial institutions


  • Honesty, courteousy, timeliness and caring
  • Tolerance, value of difference and unity of purpose
  • Interdependence, learning, sharing of experiences and knowledge

The overall mandate of the Ministry ofFinance and Development Planning is to coordinate national developmentplanning, mobilise and prudently manage available financial and economicresources. Further to that the Ministry is responsible for the formulation ofeconomic and financial policies for sustainable economic development. The corefunctions of the Ministry fall into three main areas as follows:

  • Treasury and Budget Administration.
  • Economic Management and National Development Planning Coordination.
  • Financial Administration and Management.

As an integral partof its mandate, the major responsibilities of the Ministry are as follows:

  • Mobilise resources for economic development.
  • Improve accountability for the use of resources.
  • Facilitate improvements in project implementation and monitoring processes.
  • Ensure strict adherence to budgetary processes.
  • Facilitate the contributing role of the private sector and non – governmental organisations to the strategy of creating greater prosperity and embracing this in the development process.
  • Facilitate and support citizen economic empowerment schemes and intiatives, and
  • Facilitate involvement of Botswana in regional and global economic issues.

In light of itsfunctions, and as a consequence of its mandate the Ministry operates throughfunctional Divisions and Departments which are accordingly listed below:

The Ministry also operates through a numberof parastatals that complement its efforts as well as that of the Government innational development by performing certain specific roles and functions in linewith their mandate. These Parastatals can be clustered into three majorcategories; Financial Parastatals, Non - Financial Enterprises and Non -Financial Parastatal Institutions.
